Sub: Sanction of Child Care Leave: Instructions regarding
     Consequent upon the implementation of 6th CPC, Child Care Leave to Women Employees of the Central Govt. was introduced w.e.f. 1st September 2008 vide DoP&T OM No.13018/2/2008-Estt.(L) dated 18-11-2008.
2.  DoP&T vide their OM No.13018/2/2008-Estt(L) dated 18-11-2008 have further clarified on the subject that Child Care Leave for women employees is meant to facilitate them in taking care of their children at the time of need. However, it should not disrupt the functioning of Central Govt. Offices. It was further clarified by DoP&T that CCL cannot be demanded as a matter of right and under no circumstances can any employee proceed on CCL without prior approval of leave by the leave sanctioning authority.


3.  Instances have come to the notice of this HQrs office, where CCL has been used as a means to dodge unpalatable postings or to avoid functioning in a specific office/section and even to proceed abroad, rather than for the purpose for which CCL was introduced. This goes against the spirit of the Govt. orders on the subject. There have also been instances where even IDAS officers have left their offices ‘in anticipation" of sanction of the CCL.
4.  In view of the above, it is requested to all PCsDA/CsDA that the cases of CCL granted to the employees under their jurisdiction may please be reviewed and ensured that the CCL has been genuinely granted for the purpose for which it is meant. It may also be impressed upon all concerned that proceeding on CCL without sanction constitutes misconduct and will invite disciplinary proceedings against the official concerned.
This issues with the approval of CGDA.

Megh 7.0-Point of Sale Circle Master Updation Error

Problem:
After Up gradation of Meghdoot 7.0 

While choosing the Circle name in POS->Super-> Environment the circle name is not available.

Solution:
Please Download the attached file Update Circle and Barcode Number Prefix Data Updation.exe 


Run the exe file and provide the Point of Sale SQL server name
Login as supervisor to Point of Sale and
go to menu My Office -> Environment, then
Select your Circle Name.

Revised Procedure for operning of BPL Accounts in Sanchay Post

Henceforth, BPL accounts should be opened in the ONLINE MODULE only and the account number allotted will be from the regular SB block. While opening BPL accounts, counter officials should enter the following details under the Introducer particulars:

a) Select ‘Others’ in the dropdown option for Scheme.
b) Enter ‘BPL’ in the introducer name, address, city and pincode.


This is mandatory for all BPL accounts, failing which the account cannot be classified as a BPL account. The counter officials should be suitably instructed without fail. The same procedure is to be adopted for opening of BPL accounts in the SOSB Online module.

For BPL accounts already opened in NREGS Data Entry Module:
a. Open Form No. 0459 in Initialisation Group
b. Add a new block
c. Enter the starting number and the last number of the accounts opened as BPL accounts.
c. In the 'Latest Number' field, enter the last BPL account number opened.
d. Click on 'Save'

The corresponding block should be deleted from the initialisation of NREGS Account Number Blocks.

While installing SQL Express Edition, select default instance and security as 'Mixed Mode Authentication'.


1) Install Sanchay Post Version 6.5 (from Sanchay Post new sites CD) in the server.2) Create the databases using 'Sanchay Post >> Database Operations' option.3) Run 'Sanchay Post >> Database Operations >> Patch for SPUser'4) Run 'Sanchay Post >> Database Operations >> BPRO Updates'5) Run 'Sanchay Post >> Database Operations >> Patch for negative list'6) Login as 'SUPERUSER' in online module for the first time using default login (BPRO/BPROP)7) Create new users and enter office details in 'PO Name and address' & 'Set default PO Name' forms.8) Upgrade to Version 6.5R2 as per the instructions given in the website.9) Check for missing tables / upgradation status using DBAnalyzer with latest update.

Megh 7.0- BO VP Parcel Fetching Problem in Despatch Module

Latest Despatch.exe is received from PTC, Mysore for BO's VP Parcels fetching problem in Despatch module..

Please follow below steps.

1. Download the attached files.
2. Take counter database backup.
3. Run the attached exl file using script tool.
4. Copy the Despatch.exe file to application folder

Note: While doing the above steps if any error comes then use the old Despatch( i.e. whatever you are previously using before this despatch exe) and restore the counter database.
